I want to know if there any kind of programs in the city of
Sacramento that can help?

Here is a list of organizations that might be able to help you out. http://www.ciwmb.ca.gov/reuse/links/school.htm You can also check with the Salvation Army http://www1.salvationarmy.org/usw/www_usw.nsf . They ALWAYS hold school supply drives!

Good luck! :)

As US military patrol and help provide security in northern Iraq, a prevalent need is local village schools where predominantly Kurdish kids don’t have basic school supplies (paper, pencils, etc.). They get really excited when soldiers offer even a spare pen for them to go and do homework with. if you’re interested in sending supplies it will go a long way to helping hundreds of local children get an education. Not to mention build goodwill and improve security between US forces and the local people groups!

I want to help provide supplies for kids. I feel bad because I am fortunate enough to buy my stuff so how can I help kids in my community?

I am doing the same thing for kids that are less fortunate. You can contact the school district, local police and fire departments, churches around the neighborhood or even the shelter because there children do live there.

Maybe next year or so, make flyers with your information and hand them to the churches stating that you are having a scholarship and the prize will be school supplies but you need to write a 1/2 page essay as to "why you need back to school supplies" then when you read them all you can determine who needs them.
